Requires every peace officer to wear a camera that records audio and video while engaged in official duties likely to result in criminal investigation or arrest.

Directs the Arizona Attorney General to establish guidelines and directives to implement and enforce the camera requirement.

Establishes a Peace Officer Body Camera Study Committee to research and report on the effectiveness and training of body cameras in Arizona, with membership including police chiefs, attorney general representatives, police association members, attorneys, and public members.

Requires the study committee to submit findings and recommendations to the governor and legislature by December 31, 2015, including recommendations regarding the use of body cameras statewide.

Repeals the study committee provision on June 30, 2016.
