Amends Arizona Revised Statutes Section 11-135 regarding the filing and review of petitions for county formation.

Corrects pronouns and grammatical language throughout the statute by replacing gendered pronouns ("his," "he," "which") with neutral or more precise alternatives ("the recorder's," "the secretary of state," "that").

Adds a requirement that the secretary of state notify petition organizers by certified mail when a petition fails to meet the two hundred seventy-day filing requirement.

Maintains existing procedures for secretary of state review of petitions, county recorder signature verification, and transmission of certification results to affected parties.
