Authorizes issuance of Arizona professional golf special plates if $32,000 is paid to the Department of Transportation by December 31, 2015 for implementation costs, with design subject to department approval.

Establishes a firefighter special plate fund receiving $17 annual donations per plate (with $8 going to state highway fund), first $32,000 reimbursed to implementer, remaining funds allocated to qualified 501(c)(3) nonprofit for firefighter life safety training scholarships.

Establishes an Arizona professional golf special plate fund receiving $17 annual donations per plate (with $8 going to state highway fund), first $32,000 reimbursed to implementer, remaining funds allocated to qualified 501(c)(3) nonprofit for youth golf programs and golf programs for individuals with disabilities.

Allows director to permit combination of these special plates with personalized special plates, subject to additional personalized plate fees, and updates statutory references to include the new plate types.
