Amends section 38-291 to clarify that board or commission member removal by the appointing power before term expiration constitutes a vacancy, and replaces gendered pronouns with gender-neutral language throughout.

Amends section 38-295 to add "unless otherwise specified by law" to the provision that officers serve at the pleasure of the appointing power.

Amends section 41-1051 to add requirement that Governor's Regulatory Review Council members are subject to sections 38-291 and 38-295 governing vacancies and term of office.

Adds requirement that the Governor appoint at least one small business owner to the Governor's Regulatory Review Council.
