Amends section 15-701.01 of Arizona Revised Statutes to address credits earned through Arizona online instruction between May 1 and July 31, requiring school districts and charter schools to accept these credits without requiring proof of payment as a condition.

Requires school districts and charter schools to release student transcripts to online course providers within 10 days of a valid request, with online course providers able to request resubmission if transcripts are not received within that timeframe.

Establishes a penalty where the superintendent of public instruction withholds $50 per day of state aid from non-compliant school districts or charter schools, not to exceed the total state aid otherwise due for that student.

Exempts transcript release requirements that would violate the Family Educational Rights and Privacy Act of 1974 (FERPA).

Section 2 of the bill is repealed effective June 30, 2018.
