Requires cities and towns to vote by December 31, 2015 on whether to authorize payroll deductions for union dues from employee salaries or wages.

Requires county boards of supervisors to vote by December 31, 2015 on whether to authorize payroll deductions for union dues from employee salaries or wages.

Requires fire district boards to vote by December 31, 2015 on whether to authorize payroll deductions for union dues from employee salaries or wages.

Prohibits local governments (cities, towns, counties, and fire districts) from withholding or diverting any portion of employee salary or wages for union dues beginning December 31, 2015 if the respective governing body fails to vote on the issue.
