Amends Arizona Revised Statutes section 9-821.01 to establish a specific method for calculating majority votes in municipal elections for mayor and city council positions.

Defines majority of votes cast as: (1) total actual votes cast for all candidates for an office, (2) divided by the number of seats to be filled, (3) divided by two and rounded to the highest whole number.

Allows candidates receiving a majority of votes at the primary election to be declared elected without proceeding to the general election.

Establishes a runoff process where if no candidate receives a majority, twice the number of available seats worth of top vote-getters advance to the general or runoff election.

Permits towns with 5,000 or fewer residents to elect candidates based on highest vote totals at the primary election if at least three-fifths of seats are filled by majority vote recipients.
