Amends Arizona law to allow the Department of Transportation to discontinue issuing special license plates if fewer than a specified number of requests are received in the prior fiscal year (specific threshold number left blank in bill text).

Exempts certain special license plates from discontinuation, including those authorized before September 30, 2009 and specific plates designated in sections 28-2407, 28-2410, 28-2411, 28-2414, 28-2415, 28-2416, 28-2416.01, and 28-2431.

Allows persons who obtained special plates before January 1, 2017 to continue renewing those plates indefinitely, with annual donation monies continuing to be deposited and distributed according to the original plate statute.

Removes a provision allowing organizations to authorize non-members to obtain their special organization license plates without member status.

Requires the Department of Transportation to notify nonprofit organizations that benefit financially from special license plates about these new regulations, effective December 31, 2016.
