Amends Arizona Revised Statutes Section 11-903 regarding city or town participation in county library districts.

Removes the word "free" from the reference to "county free library district" in subsection A, replacing it with "county library district" to correct terminology.

Allows incorporated cities and towns in a county to join a county library district by notifying the board of supervisors.

Allows incorporated cities and towns to withdraw from county library district participation by notifying the board at any time.

Requires governing bodies to publish notice once weekly for three successive weeks in a newspaper of general circulation before joining or withdrawing from the district.
