Amends Arizona Revised Statutes Title 28, Chapter 3, Article 21 by adding Section 28-1207.

Requires that traffic violations detected by photo enforcement systems can only result in a traffic ticket and complaint if the system is manned, operated, and monitored by a uniformed law enforcement officer.

Specifies that the law enforcement officer must be a member in good standing of a local law enforcement agency in the city, town, or county where the photo enforcement system is located.

Applies to violations of Article 3 or Article 6 of Title 28 (traffic code violations).
