Requires counties to use at least 80% of Arizona Highway User Revenue Fund monies for road construction, reconstruction, maintenance, repair, or roadside development.

Limits administrative costs to no more than 20% of monies received from the highway user revenue fund.

Mandates counties reimburse vehicle owners for damage caused by county failure to maintain roadways, effective January 1, 2018.

Requires reimbursement applications to include owner information, repair cost estimates, insurance deductible amount, and proof the county's maintenance failure caused the damage.

Caps reimbursement at the lesser of actual repair costs or the insurance deductible amount.
