Changes violation of unlicensed dog requirements from a class 2 misdemeanor to a petty offense and removes the requirement for written notification before enforcement.

Requires rabies vaccination for all dogs three months or older and allows submission of vaccination information online through county websites in addition to paper or fax copies.

Clarifies quarantine procedures for dogs and cats that bite people, including provisions for search and rescue dogs and law enforcement animals under working quarantine if currently vaccinated, and eliminates pound fees for cats reclaimed by their owners.
