Amends Arizona Revised Statutes Section 35-192 to add "events posing a significant, immediate and ongoing threat to the operations of a military installation" as a new category (paragraph 6) that can trigger a gubernatorial emergency declaration.

Allows the governor or the director of the division of emergency management to declare an emergency for military installation threats and authorize state expenditures from unrestricted general fund monies to address such events.

Military installation threat declarations are subject to the same liability limitations, priorities, approval requirements, and fiscal year caps ($4 million aggregate) as other emergency declarations under existing law.

Maintains existing oversight requirements including review by the state emergency council for liabilities exceeding $200,000 and audit review by the department of emergency and military affairs.
