Amends Arizona law to clarify that solar energy devices and grid-tied photovoltaic systems designed for on-site consumption have no value and add no value to property for tax assessment purposes.

Extends the provision to apply whether or not the solar system or device is owned or leased by the property owner.

Clarifies that renewable energy equipment includes equipment used to produce energy from renewable resources by any person authorized to use the resource, including wind, forest thinnings, agricultural waste, biogas, biomass, geothermal, low-impact hydropower, and solar energy.

Maintains existing provisions allowing energy efficient building components and combined heat and power systems to add no value to property if the owner provides documentation of acquisition and installation costs to the county assessor within specified timeframes.
