Prohibits municipalities from adopting zoning ordinances that allow tobacco retailers to operate within 300 feet of licensed child care facilities, public or private schools, public playgrounds, or public recreational facilities.

Distance measurements are made in a straight line in all directions from the nearest property line points, without regard to intervening structures or objects.

Defines "tobacco retailer" as an establishment engaged in sale or display of tobacco-related products including cigarettes, chewing and dipping tobacco, cigarette papers, and smoking paraphernalia, including cigar stores, head shops, and hookah lounges.

Excludes establishments over 10,000 square feet in gross floor area or those devoting less than 15 percent of floor space to tobacco-related products from the definition of tobacco retailer.

Takes effect upon passage and applies to all subsequent municipal zoning ordinances.
