Authorizes county boards of supervisors to serve as cooperating or coordinating agencies for natural resources management planning and other processes under federal law.

Recognizes that boards of supervisors have jurisdiction by law to engage in natural resources management planning for lands located within their county.

Establishes that boards of supervisors have special expertise regarding local land use plans, environmental, social and economic impacts of land use proposals affecting county lands, and all matters within their regulatory authority.
