Modifies the population threshold for one committee member appointed by the governor to represent municipalities, changing the requirement from "less than fifty thousand persons" to "less than seventy-five thousand persons" in counties with populations under 500,000.

Maintains the existing structure of the Water Infrastructure Finance Authority Board (12 members) and the Water Supply Development Fund Committee (13 members), with designated representation from state agencies, municipalities, counties, public water systems, and Indian tribes.

Preserves conflict-of-interest provisions prohibiting board and committee members from having direct or indirect personal financial interests in projects they oversee, with violators subject to Class 1 misdemeanor penalties.

Confirms departmental support roles, with the Department of Environmental Quality providing administrative support to the board and the Department of Water Resources providing technical assistance to the committee.
