Requires all firearm sales and transfers to be facilitated by a licensed firearms dealer, who must conduct background checks pursuant to federal law; establishes a $20 maximum fee for this service and creates a class 5 felony for violations.

Establishes exceptions to the dealer requirement for law enforcement, military personnel, gunsmiths, common carriers, shooting range loans, hunting/sporting loans, inherited firearms, immediate family gifts, and antique firearms.

Adds a new definition of "prohibited possessor" to include persons subject to domestic violence protection orders that prohibit firearm possession when issued after a hearing where the person received notice and opportunity to participate.

Requires judges to consider evidence of danger to community safety, including domestic violence risk assessments, when determining bail conditions for charged individuals.

Mandates conditions on bail release for domestic violence and certain felony offenses: electronic monitoring, no contact with victim, and prohibition from possessing dangerous weapons.

Establishes firearm show regulations requiring operators to post signs about background checks, notify exhibitors of the requirement, and provide access to licensed dealers to conduct background checks at shows.
