Removes mandatory helmet requirement for motorcycle, all-terrain vehicle, and motor-driven cycle operators and passengers age 18 and older, allowing exemption upon payment of a director-determined registration fee.

Maintains mandatory helmet requirement for riders under 18 years of age.

Prohibits peace officers from stopping or citing adult riders solely for helmet violations unless another motor vehicle law violation is suspected.

Establishes a $500 civil penalty for helmet violations by those under 18, with $200 deposited to the Arizona highway user revenue fund and $300 to the spinal and head injuries trust fund.

Directs helmet exemption fees and civil penalty revenues to the Arizona highway user revenue fund and spinal and head injuries trust fund for rehabilitation services and head injury prevention education related to vehicle accidents.
