Requires persons 18 and older convicted of animal abuse offenses (including bestiality, cruelty to animals, animal fighting, cockfighting, equine tripping, and related presence offenses) to register with the county sheriff within 10 days of conviction or entry into the state.

First-time offenders must register for one year; second and subsequent offenders must register annually for life.

Establishes a centralized Animal Abuser Registry maintained by the Department of Public Safety that is searchable by name and location and available on the department's website.

Requires courts to notify sheriffs of convictions within 10 days, and sheriffs must forward registration information to the Department of Public Safety within three days of receiving it.

Creates the Animal Abuser Registration Fund to offset registry costs through grants and donations, and classifies non-compliance with registration requirements as a class 1 misdemeanor.
