Establishes extracurricular activities and classroom learning priorities assistance of $47.38 per student count for school districts and charter schools under new section 15-902.

Requires charter schools to be eligible for and calculate extracurricular activities and classroom learning priorities assistance in the same manner as school districts.

Modifies section 15-971 to include extracurricular activities and classroom learning priorities assistance as a component of equalization assistance payments and requires subtraction of contributions received under the tax credit program.

Changes the tax credit donation program under section 43-1089.01 to require public schools to report annually to the state board of education and department of revenue the total dollar amount of contributions received during the preceding fiscal year by September 1.

Removes previous reporting requirements for schools to detail how contributions were spent and eliminates the requirement for site councils to determine use of undesignated contributions.
