Renames the sports authority district to "sports and tourism authority district" and expands its purposes to include tourism promotion and destination marketing.

Restructures the authority board appointment process from a complex multi-entity system to having each county board of supervisors member appoint one representative, plus two additional appointments by the county administrator.

Removes authority to issue revenue bonds for stadium construction and repeals provisions authorizing bonds for Cactus League baseball stadiums, youth sports facilities, and multipurpose facilities.

Allocates tax revenues as follows: 50% to regional destination marketing organizations for event sponsorship and tourism marketing, 25% for airport service retention and expansion, and 25% for county youth and amateur sports facility operations.

Repeals the conditional repeal provision and changes the election timeline, requiring an election to be held before November 30, 2018 to establish the authority, or the entire chapter is repealed.
