Amends Arizona law to classify charter schools the same as public school district schools for zoning, zoning fees, site plan fees, and development fees purposes.

Prohibits municipalities and counties from denying charter school establishment or operation at locations where school district schools are permitted, except on property less than one acre in single-family residence zones.

Adds prohibition on charter schools operating within federal aviation administration traffic pattern airspace boundaries depicted on maps prescribed in section 28-8486.

Requires municipalities and counties to conduct charter school hearings and administrative reviews on expedited basis, with final determinations within 30 days for administrative reviews and 90 days for public hearings with appeal rights.

Allows charter schools to authorize third parties to apply to municipalities or counties as their representatives for applications and actions related to zoning and development.
