Requires each state budget unit to submit to the Legislature by September 1 each year a summary of all monies spent or passed through during the preceding fiscal year and estimates for the current fiscal year.

Budget summaries must be divided into major product and service categories with unit costs for each individual product and service, with totals equaling the overall spending or projected spending.

Reduces the appropriation of any budget unit failing to submit the required summary by at least 10 percent of the previous fiscal year's allocation for the ensuing fiscal year.

Exempts the Arizona Board of Regents and all universities under its jurisdiction from these budget submission requirements.
