Establishes the Arizona Silver Haired Legislature as a nonpartisan panel of Arizona citizens age 60 and older elected by their peers to identify and discuss social, economic, and political issues affecting state citizens.

Panel duties include providing seniors with a forum to discuss policy alternatives, annually submitting recommendations to the governor and legislative leadership, demonstrating legislative process benefits, and promoting effective government.

Governor and legislative leaders may present issues to the panel for deliberation, and the panel is required to actively seek private funding and corporate sponsorship.

Appropriates $60,000 from the state general fund for fiscal year 2015-2016 to support the panel's operations.

Panel terminates on July 1, 2023 pursuant to state law requiring periodic review of established agencies.
