Establishes the Post-9/11 Veteran Education Relief Program administered by the Arizona Board of Regents to provide tuition grants to qualifying military veterans pursuing a first baccalaureate degree at Arizona universities after federal Post-9/11 GI Bill benefits are exhausted.

Defines qualifying military veterans as those with in-state tuition status, maintaining a 2.2 GPA or higher, eligible for Post-9/11 GI Bill benefits, who have not transferred benefits to dependents, and are within one year (full-time) or two years (part-time) of completing their first bachelor's degree.

Tuition grants match the amount charged in the veteran's last year of federal Post-9/11 GI Bill benefits and are distributed quarterly or semiannually until degree completion or 12-24 months of funding expires.

Requires 40 percent of quarterly balances in the Military Family Relief Fund to be transferred to fund the veteran education program, with the remaining fund administered through December 31, 2018.

Allocates 10 percent of Military Family Relief Fund quarterly balances to cemeteries in Arizona that serve military veterans; the education relief program terminates on July 1, 2025.
