Amends Arizona Revised Statutes section 15-1472 to modify the distribution of workforce development funds to community college districts.

Removes the $200,000 base allocation that previously applied to all community college districts, making this exemption explicitly apply only to provisional community college districts established under section 15-1409.

Workforce development funds continue to be distributed through a two-tier system: first to eligible districts for capital matching requirements, then remaining funds allocated based on each district's full-time equivalent student enrollment percentage.

Maintains existing provisions requiring community college districts to establish separate workforce development accounts for tax revenues and expend funds on approved purposes including faculty, technology, student services, and facility improvements.

Requires community college districts owned or operated by qualifying Indian tribes to submit biennial workforce development reports to state officials detailing expenditures and program activities.
