Prohibits Arizona state and political subdivisions from using personnel or financial resources to enforce, administer, or cooperate with the Affordable Care Act, except for specific regulatory and program integrity activities.

Specifically prohibits funding or implementing state-based health care exchanges or marketplaces, and blocks limitations on self-funded health insurance programs and related products.

Allows continued state funding and administration of regulatory activities related to health insurance regulation, the Arizona Health Care Cost Containment System, and public health programs authorized by the Affordable Care Act.

Permits Arizona to use state resources to provide employee health insurance benefits that comply with all Affordable Care Act provisions.

Defines "Affordable Care Act" as the Patient Protection and Affordable Care Act (P.L. 111-148) and the Health Care and Education Reconciliation Act of 2010 (P.L. 111-152), and any rules adopted under those acts.
