Allows persons to obtain laboratory tests from licensed clinical laboratories on a direct access basis without a health care provider's request or written authorization if the laboratory offers such tests.

Requires laboratories conducting tests without a health care provider's authorization to provide results to the tested person with a bold statement that the person must arrange consultation with a health care provider for interpretation.

Eliminates health care provider responsibility to review or act on laboratory test results if the provider did not request or authorize the test, and shields providers from liability for failure to review unauthorized tests.

Prohibits clinical laboratories from submitting claims for reimbursement from third-party payors for any laboratory test conducted without a health care provider's request or written authorization.

Removes the advisory committee's duty to develop a list of direct access tests and make it available to the public, while maintaining the committee's role in advising on standing orders and conducting regular meetings.
