Maintains existing prohibitions on selling, giving, or furnishing vapor products to minors and on minors possessing or misrepresenting age to obtain such products.

Exempts religious use of tobacco products and souvenir possession of smoking instruments from the law's restrictions.

Defines "vapor product" as a noncombustible, tobacco-derived product containing nicotine that uses mechanical heating, battery, or circuit technology, excluding FDA-regulated products.
