Amends Arizona Revised Statutes Section 27-514 to modify the appointment and term structure of the Oil and Gas Conservation Commission.

Changes the appointment terms for commission members from staggered terms ending December 31, 1960 and subsequent one through four-year terms to uniform five-year terms expiring on the third Monday in January.

Maintains the commission structure of the state land commissioner serving ex officio without voting power and five appointed members, with no more than three from the same political party.

Preserves the requirement that appointive members be United States citizens and Arizona residents for at least five years preceding appointment.

Retains compensation provisions for appointive members based on Section 38-611 for days spent performing official duties.
