Establishes an unmanned aerial vehicle study committee consisting of nine members including legislators, agricultural representatives, public members, and state officials.

Committee shall identify beneficial uses of unmanned aerial vehicles in agriculture including crop monitoring, pest identification, pesticide application, and livestock location.

Committee shall examine economic opportunities associated with unmanned aerial vehicles in agriculture and review federal government regulations on commercial unmanned aerial vehicle operations.

Committee must submit findings and recommendations report to the governor, speaker of the house, and president of the senate by September 1, 2016.

Committee provisions expire December 31, 2016.
