Allows political parties entitled to ballot representation to use party caucus as an alternative method for determining candidate qualification for primary election ballots instead of requiring nomination petitions.

Each political party must establish its own procedures for conducting caucuses to select candidates for their primary ballot.

Applies to federal offices (U.S. Senate and House), statewide offices (Governor, Secretary of State, Attorney General, State Treasurer, Superintendent of Public Instruction, State Mine Inspector), state legislature, countywide offices, and partisan city or town offices.

Candidates for nonpartisan political offices continue to be determined under existing law procedures.
