Amends Arizona abortion informed consent requirements to add rape and incest as exceptions to the 24-hour waiting period and information disclosure requirements currently mandated before abortion procedures.

In cases of rape or incest, eliminates the requirement that women be informed that the father of the unborn child is liable to assist in child support, even if he offered to pay for the abortion.

Applies exceptions for rape and incest to both section 36-2153 (general informed consent requirements) and section 36-2156 (ultrasound requirements), allowing these procedures to proceed without the standard 24-hour waiting period.

Maintains all other informed consent provisions, including physician consultation requirements, medical risk disclosures, website information about alternatives to abortion, and ultrasound imaging procedures for non-qualifying cases.

Preserves civil remedies allowing women, fathers, and maternal grandparents to file lawsuits for violations of informed consent requirements, with statutory damages of $5,000 or three times the cost of the abortion, whichever is greater.
