Modifies reimbursement for county presidential preference election costs from 100% of actual costs to $1.25 per active registered voter, with secretary of state discretion to adjust if compliance with federal/state laws is jeopardized.

Allows the adjutant general to use remaining Camp Navajo fund monies (after operational and capital improvement needs are met) for operations, maintenance, support and capital improvements at any national guard facility.

Removes the "Journal of Arizona History" magazine fund requirement and associated fund management provisions, eliminating the magazine publication mandate and fund administration details.

Transfers administration of the Arizona Commission of African-American Affairs fund from the state treasurer to the Arizona commission of African-American affairs itself.

Reduces the job creation withholdings clearing account from $31.5 million annually to $26.5 million for fiscal year 2015-2016, then to $21.5 million for subsequent years, and reduces Arizona Competes Fund allocations accordingly.
