Repeals and replaces section 37-527 to establish a trust land administration fund that may receive up to 10% of annual proceeds from state trust lands and trust land sales, with the commissioner determining the annual percentage and the fund used exclusively for administering and disposing of trust lands.

Amends section 41-519.02 regarding the Yarnell Hill memorial fund to allow the Arizona state parks board to administer the fund beginning January 1, 2017, and clarifies fund uses for land purchase, memorial design/construction, maintenance, and board member travel reimbursement.

Authorizes the Arizona water protection fund commission to grant up to $336,000 to the department of water resources for administrative costs in fiscal year 2015-2016.

Allows the Arizona state parks board to spend up to $692,100 from the off-highway vehicle recreation fund for parks board operating expenses in fiscal year 2015-2016.

Suspends administrative caps in section 49-1051 and authorizes the department of environmental quality to transfer up to $6,531,000 combined from the underground storage tank revolving fund and regulated substance fund for administrative costs in fiscal year 2015-2016.

Permits the department of environmental quality to use up to $1,800,000 from the emissions inspection fund for the safe drinking water program in fiscal year 2015-2016.

Makes section 37-527 amendments conditional on voter approval of a constitutional amendment authorizing use of trust land proceeds for administration purposes.
