HB 2678 - K-12 Education Budget Reconciliation Summary

• Eliminates school district governing boards as charter school sponsors, restricting future charter school sponsorship to state board of education, state board for charter schools, universities, and community college districts

• Reduces district additional assistance funding by $352,442,700 and charter school additional assistance by $18,656,000 for fiscal year 2015-2016, with intent that at least $113.5 million and $3 million respectively come from nonclassroom spending reductions

• Modifies charter school admissions to remove district-level enrollment preferences and eliminates provisions allowing district governing boards to grant charters to new or converted charter schools after June 30, 2013

• Adjusts funding formulas for joint technical education districts to provide 92.5% of base support level funding for students enrolled in both traditional schools and joint technical districts beginning fiscal year 2016-2017

• Establishes the "Access Our Best Public Schools Fund" to provide capital construction funding to Arizona public school achievement district members, with at least 50% of projects in low socioeconomic areas
