Redirects unclaimed lottery prize money: 55% to state lottery fund, 30% to court appointed special advocate fund, and 15% (capped at $160,000 annually) to new tribal college dual enrollment program fund.

Establishes tribal college dual enrollment program fund administered by Department of Education to compensate tribal colleges for tuition and fees waived for high school students, including electronic classes.

Excludes community college districts located in counties with 750,000+ population from receiving state aid for science, technology, engineering and mathematics (STEM) and workforce programs.

Makes technical corrections to higher education statutes regarding postsecondary education grant programs and Indian tribal postsecondary educational institution funding, including extending compact deadline to 2017 and correcting grammar.

Modifies financial aid trust fund match requirement for fiscal year 2015-2016 to allow state match of less than 2:1 for student registration fee surcharge revenues.
