Amends age requirements for juvenile corrections commitments, raising the minimum age from 8 to 14 years old and prohibiting commitment of children adjudicated delinquent for non-felony offenses unless previously adjudicated for felonies or seriously mentally ill.

Establishes county cost-sharing fees for committed youth in secure care facilities, with each county paying its proportional share of $12,000,000 annually based on U.S. decennial census population data, with non-payment subject to withholding of transaction privilege tax revenues.

Creates the department of juvenile corrections local cost sharing fund to receive and administer county contributions and other reimbursements for department operating costs.

Allows the state department of corrections to credit AHCCCS medicaid payments for inmate health care services against current fiscal year payments to its health care contractor, with annual notification to legislative budget committee.

Suspends county expenditure limitations on contributions made pursuant to the cost-sharing requirements and repeals prior laws 2012, chapter 302, section 27 and laws 2014, chapter 12, section 10 regarding private prison bed authority.
