Amends developmental disability eligibility language in section 36-2939 to change "persons with developmental disabilities" to "have a developmental disability" for clarity in long-term care system services.

Modifies section 36-2953 to require unexpended capitated payments in the department long-term care system fund to revert to the state general fund on or before June 30 of the following fiscal year, with adjustments for unpaid and incurred but unreported claims.

Reduces the cash assistance time limit in section 46-294 from 24 months to 12 months for heads of household, ineligible parents, and adult nonparent relatives, with cash assistance terminating July 1, 2016 for families reaching the 12-month limit.

Authorizes the Department of Economic Security to reduce maximum income eligibility levels for child care assistance during fiscal year 2015-2016 and requires notification to the legislative budget committee within 15 days of implementation.

Requires screening and drug testing of TANF cash benefit recipients with reasonable suspicion of controlled substance use during fiscal year 2015-2016, making those testing positive ineligible for one year.

Directs the Auditor General to submit three separate reports by specified dates addressing child safety removal processes, differential response systems, and permanency practices for out-of-home children.
