Reduces district additional assistance funding by $352.4 million statewide for fiscal year 2015-2016 and reduces charter additional assistance funding by $18.7 million.

Implements current-year average daily membership funding for school districts beginning July 1, 2016, changing from prior-year to current-year student count calculations.

Reduces base support level funding by 92.5% for pupils enrolled in both school districts/charter schools and joint technical education district satellite programs beginning fiscal year 2016-2017.

Phases out district-sponsored charter schools by funding incremental monies at 50% for fiscal year 2015-2016, with intent for complete phase-out by 2016-2017.

Establishes the Access Our Best Public Schools Fund for school facility construction and expansion in low socioeconomic areas, and requires community colleges and universities to contribute $6 per student to the education learning and accountability fund by December 31, 2015.
