Urges the United States Congress to enact legislation similar to the Mohave County Radiation Compensation Act of 2013 to add Mohave County as an affected area under the Radiation Exposure Compensation Act (RECA).

Notes that the U.S. conducted nearly 200 atmospheric nuclear weapons tests from 1945 to 1962 and that uranium mining and processing workers were exposed to radiation hazards during this period.

States that RECA was established by Congress to provide monetary compensation and apology to individuals who contracted serious illnesses from exposure to radiation during atmospheric nuclear testing or from occupational uranium industry work.

Acknowledges that Mohave County was excluded from RECA's affected areas and that Representative Paul Gosar's H.R. 424 (introduced in 2013) was not enacted to remedy this exclusion.

Directs the Arizona Secretary of State to transmit copies of this memorial to the President of the U.S. Senate, Speaker of the U.S. House of Representatives, and all members of Congress from Arizona.
