Applies to Congress to call a convention of the states under Article V of the Constitution to propose amendments limiting federal power and fiscal spending.

Seeks constitutional amendments imposing fiscal restraints on the federal government, limiting federal power and jurisdiction, and limiting terms of office for federal officials and members of Congress.

Declares this application as continuing under Article V until at least two-thirds of state legislatures make application on the same subjects.

Directs Arizona's Secretary of State to transmit the resolution to the President, Vice President, congressional leadership, Arizona's congressional delegation, and presiding officers of all state legislatures.
