AZ HCR2015

Applies to Congress to call a constitutional convention under Article V to propose an amendment requiring a balanced federal budget, except during national emergencies.

Aggregates Arizona's application with identical balanced budget applications from 23 other states (Alabama, Alaska, Arkansas, Colorado, Delaware, Florida, Georgia, Indiana, Iowa, Kansas, Louisiana, Maryland, Michigan, Mississippi, Missouri, Nebraska, Nevada, New Hampshire, New Mexico, North Carolina, Ohio, Pennsylvania, Tennessee, and Texas).

Establishes this as a continuing application that will remain in effect until two-thirds of state legislatures apply for the same subject and supersedes all previous Arizona applications on balanced budget amendments.

Directs Arizona's Secretary of State to transmit the resolution to the President, Senate and House leadership, Arizona's congressional delegation, and presiding officers of all state legislatures.
