Declares that Arizona businesses are exempt from PPACA regulations, requirements, and fines due to Arizona's choice not to establish a state-run exchange.

References the statutory requirement in Section 1401 of PPACA limiting premium-assistance tax credits to individuals enrolled "through an [e]xchange established by the State" and disputes the IRS's issuance of subsidies through federal exchanges.

Directs the Secretary of State to transmit copies of this resolution to the Department of Health Services and Arizona Commerce Authority for posting on their websites.
