AZ HCR2027

Proposes a constitutional amendment to Article IV, Part 1, Section 1 of the Arizona Constitution regarding initiative and referendum measures.

Establishes a 75 percent voter approval threshold (instead of simple majority) for any initiative or referendum measure that conflicts with federal law.

Requires the Governor's proclamation to declare such 75-percent-approved measures as law, in addition to standard majority-approved ballot measures.

Changes terminology in the constitution from "per centum" to "percent" throughout the initiative and referendum provisions without altering the substantive percentages required (10-15 percent for initiatives, 5 percent for referendums).

Must be approved by Arizona voters at the next general election as specified by Article XXI of the Arizona Constitution.
