AZ HCR2030

Proposes a constitutional amendment requiring ballot initiatives, referenda, and constitutional amendments that increase state expenditures to receive approval from at least two-thirds of voters instead of a simple majority.

Applies the two-thirds voting threshold to any measure "that provides for a net increase in state expenditures" submitted to Arizona voters.

Requires the legislature to designate an office, agency, or committee to determine whether a proposed measure would result in a net increase in state expenditures.

Amends Article IX, Section 25 of the Arizona Constitution and would be submitted to voters at the next general election for ratification.
