Establishes a two-term consecutive limit for county board of supervisors members, with a one-term waiting period before re-eligibility after reaching the maximum.

Requires all counties with three-member boards to elect two additional supervisors at the 2016 general election, expanding to five-member boards with five supervisorial districts.

Provides transition provisions for existing supervisors: those on three-member boards may serve one additional term, while those on five-member boards receive varying eligibility based on their vote count in the most recent election.

Applies the term limit provisions retroactively to January 1, 2015, except for the grandfather provisions for current board members.

Submits the measure to voters at the next general election for approval as a constitutional ballot proposition.
