• Proposes adding Article XXXI to the Arizona Constitution to assert state sovereignty over nonnavigable, intrastate waters within Arizona's boundaries.

• Prohibits federal agencies from enforcing federal regulations on nonnavigable, intrastate waters unless clearly authorized by an act of Congress.

• Prohibits Arizona state agencies and political subdivisions from cooperating with federal programs regulating nonnavigable, intrastate waters unless proven necessary through Arizona courts using clear and convincing evidence.

• Allows any Arizona resident to enforce this article in state courts without fees or costs to the state, and includes severability provisions.

• Requires the Secretary of State to submit the proposition to Arizona voters at the next general election for approval.
