Proposes amendment to Arizona Constitution Article X, Section 7 regarding administration and disposition of state trust lands.

Establishes a separate "trust land administration fund" to receive monies derived from state trust lands, distinct from permanent funds for other purposes.

Authorizes use of up to 10 percent of annual proceeds from trust lands for administration and disposition costs, with remaining proceeds going to designated permanent funds.

Clarifies that natural products and money proceeds from trust lands shall be used exclusively for administration and disposition as provided by law.
